Cardiff County Council's failure to notify and consult residents and businesses over a proposed waste incinerator in Splott amounts to "maladministration," the Public Services Ombudsman for Wales has concluded.

In his interim report, investigator Steffan Evans told the Cardiff Against the Incinerator (Cati) group that the Viridor plan is of "considerable importance with potentially significant environmental implications for the immediate and wider locality.
Cardiff Council are contesting this verdict, saying they met the (minimum) legal requirement on public consultation ...more here

Welsh government collusion with Covanta

As news broke in Jan 2009 of secret dealing between Covanta, civil servants and local political leaders, a FoI request forced disclosure of documents (Disclosure log) showing talks and meetings between Covanta and IBW's office in the USA, starting in 2007. The boss of IBW (= International Business Wales, Note [1]) was the Business Minister Ieuan Wyn Jones, who made a trip over primarily to meet Covanta in Sept.......

It’s also a blow to the Welsh government’s pro-incineration policy, for they invited Covanta to Wales. Ieuan Wyn Jones (as Deputy First Minister) visited Covanta in the USA and his officials encouraged Covanta to expect 30% of the waste stream to burn and set up contacts for them...

STOP PRESS 17 November

The government Minister, Eric Pickles, is to try to overturn the Cornwall incinerator Judicial Review, which found the Inquiry approval was defective, by taking it to the Appeal Court. The company SITA of course welcomed this.
